TTP editor Carter Hoffman contributes to WTO’s flagship World Trade Report 2025

The World Trade Organization (WTO) has published the World Trade Report 2025, which examines how artificial intelligence (AI) could reshape global trade. This year’s edition was edited by Carter Hoffman, Trade and Technology Editor at Trade Treasury Payments (TTP), who worked with the WTO Secretariat to ensure the clarity and accessibility of the report’s findings.

The report finds that AI has the potential to boost cross-border flows of goods and services by nearly 40 per cent by 2040, provided that policies are in place to bridge digital divides, invest in workforce skills and maintain an open, predictable trading system. It also highlights both the opportunities and the risks presented by AI. While AI can lower trade costs and improve productivity, access to the technology remains uneven. Without deliberate efforts to expand access, gaps between and within economies could widen.

Director-General Ngozi Okonjo-Iweala notes in her foreword that trade can act as a powerful enabler for inclusive AI transformation, provided the right frameworks are in place.

The report was launched at the 2025 WTO Public Forum. View our summary and video interview, with WTO’s Emmanuelle Ganne, here, or access the full report from the WTO website here.
